Securing Communities Grants Information

NYS Funding to Ensure the Safety and Equal Treatment of All New Yorkers and to Secure the Safety of Nonprofits

Governor Andrew M. Cuomo is committed to ensuring the safety and equal treatment of all New Yorkers and as such has continued support of the Securing Communities Against Hate Crimes Program. This program is designed to boost safety and security at New York's nonprofit organizations at risk of hate crimes or attacks because of their ideology, beliefs, or mission. In support of this effort, $45 million in grant funding is being made available on a statewide basis and will be administered by the New York State Division of Homeland Security and Emergency Services (DHSES). Funding is available via two Requests for Applications (RFAs):

SFY2019-2020 SCAHC RFA - $25 Million
SFY2019-2020 SCAHC for Nonpublic Schools and Day Camps RFA - $20 Million

In addition, Governor Cuomo has proposed an additional $25 million in the Executive Budget for safety and security projects for at risk facilities. Additional information on how to apply for this funding will be made available here upon budget enactment. Interested nonprofit organizations are encouraged to complete the prequalification process now in order to obtain prequalification status in advance of the funding being made available.

Securing Communities Grants Streamlined Prequalification Instructions

Nonprofit organizations interested in applying for any of the funding sources listed above must meet prequalification requirements, and will meet such requirements by either prequalifying through the traditional prequalification process or by prequalifying through the new streamlined prequalification process outlined below.

  1. Download and complete the Securing Communities Grants Streamlined Prequalification Questionnaire.
  2. Submit completed form and required documentation by email to the Grants Management team at [email protected]. Alternatively, you can complete the form and mail it and the required documentation to:

  1. The State will review the materials submitted and respond to the email provided with any questions or concerns.
  2. Once satisfied that the necessary conditions have been met, the Grants Management team will issue via email a Securing Communities Grants Streamlined Prequalification Certificate.  Please keep a copy of the certificate for your records, as it will need to be submitted as part of your application.

Please Note: The streamlined prequalification process only applies to the funding sources identified above. The traditional prequalification process established in Grants Gateway applies to all other grants. New York State may take up to 5 business days from the receipt of a complete Securing Communities Grants Streamlined Prequalification Questionnaire to conduct its review. Due to the length of time this process could take to complete, it is advised that nonprofits prequalify as soon as possible.
